Harassment/Intimidation/Bullying – Engaging in unwelcome behavior directed toward, including, but not limited to the dehumanization of, a particular individual or identifiable group of individuals through any action, method, device, or means which is so severe or pervasive, and objectively offensive that it unreasonably interferes with the target individual's employment, academic performance, or participation in institutional programs or activities, effectively denying equal access to institutional resources and opportunities (i.e., creates a hostile environment).
