Harassment or threats by means other than the use or threatened use of physical force. Harassment is defined as (1) unwelcome verbal, written, or physical conduct (2) that creates an intimidating, hostile, or offensive environment (3) that is sufficiently severe or pervasive that (4) it unreasonably interferes with, denies, or limits an individual’s ability to participate in the university community or participate in or benefit from the university’s educational programs or activities. Such conduct may include, but is not limited to, communications made by phone, text, mail, email, or social media.
