On October 19, 2021, Duke University said its police department was investigating “homophobic” and “anti-Black” messages on its Free Expression Bridge. Duke policy provides that the Free Expression Bridge, which is monitored by surveillance cameras, is designated for student expression and messages on it will not be “restricted by content, except by legal standards.” On November 11, FIRE wrote to Duke to caution that it cannot promise free expression and investigate messages or use cameras to surveil expressive activity on the bridge.
