Subject to the limitations described in this regulation, Expressive Activities generally may take place on University property. Expressive Activities may occur freely, spontaneously, and contemporaneously as long as the person’s conduct is lawful and does not create a material and substantial disruption of the functioning of the University or infringe upon the rights of other individuals or organizations to engage in Expressive Activities.
