Students have rights as members of the University community in addition to those constitutional and statutory rights and privileges inherent from the State of Utah and the United States of America. Nothing in this policy or related regulations shall be construed so as to limit or abridge Students' constitutional rights ... The University may not impose a Sanction described in this policy or any other University regulation because the Student exercised constitutionally protected freedom of association, assembly, expression, or the press.
