Green light: Executive Order 1074: Systemwide Policy Prohibiting Discrimination, Harassment and Retaliation Against Students 12-13

Harassment means unwelcome conduct engaged in because of a Protected Status that is sufficiently severe, persistent or pervasive that its effect, whether or not intended, could be considered by a reasonable person in the shoes of the Student, and is in fact considered by the Student, as limiting the Student's ability to participate in or benefit from the services, activities or opportunities offered by the University.
Sexual Harassment, as defined in California Education Code 212.5, consists of both non-sexual conduct based on sex or sex-stereotyping and conduct that is sexual in nature, and includes unwelcome sexual advances, requests for sexual favors, and other verbal, visual, or physical conduct of a sexual nature where: ... The conduct is sufficiently severe, persistent or pervasive that its effect, whether or not intended, could be considered by a reasonable person in the shoes of the Student, and is in fact considered by the Student, as limiting the Student's ability to participate in or benefit from the services, activities or opportunities offered by the University.

Red light: Resident Handbook: Harassment 12-13

Telephone harassment includes annoying, abusive, or obscene phone calls,
messages, or texts that are intended or perceived to irritate, anger, or threaten. Electronic harassment that has the
same effect, but is communicated via email, social networking sites, or other electronic mediums is also prohibited.
Harassment includes physical and verbal
abuse, threats, intimidation, coercion and/or any other conduct, which threatens, alarms, or endangers the health or
safety of any person.

Yellow light: Executive Order 1072: Implementation of Title IX of the Education Amendments of 1972 and Related Sexual Harassment/Violence Legislation for CSU Students 12-13

"Sexual Harassment" is unwelcome conduct of a sexual nature that includes, but is not limited to: sexual violence; sexual advances; requests for sexual favors; indecent exposure; and other verbal, nonverbal or physical unwelcome conduct of a sexual nature, where such conduct is sufficiently severe, persistent or pervasive that its effect, whether or not intended, could be considered by a reasonable person in the shoes of the individual, and is in fact considered by the individual, as limiting the individual's ability to participate in or benefit from the services, activities or opportunities offered by the university. Sexual harassment also includes gender-based harassment, which may include acts of verbal, non-verbal or physical aggression, intimidation or hostility based on sex or sex-stereotyping, even if those acts do not involve conduct of a sexual nature.

Red light: Resident Handbook: Profanity, Obscenity, and Lewd Behavior 12-13

The use of rude, vulgar, indecent, or obscene verbal, non-verbal, and/or written expressions, are considered detrimental
to the University and student housing environment and are prohibited within or around any housing facility or at any
housing related program or event.

Free Speech Zones

Yellow light: Administrative Policy Manual: Policy on Free Speech and Assembly 12-13

The University has designated an area in the park Northeast of The University HUB as the Free
Speech Area. For members of the campus community spontaneous use of this area is permitted for nonamplified activity.
Picketing or demonstrating in an orderly manner or distributing
literature outside University buildings is acceptable with the appropriate approval from the
Office of Student Leadership and Development.

Posting Policies

Yellow light: Administrative Policy Manual: Policy on Postings and Signage 12-13

Requests for postings or signage shall be reviewed and approved in advance by the
University official or her/his designee.
Individuals or organizations that violate this policy may have posting privileges revoked for a
specified period of time. Unauthorized postings of a threatening, discriminatory or offensive
manner may result in disciplinary action.

Yellow light: Resident Handbook: Posting 12-13

All materials to be posted must be submitted and approved by HRE. Those wishing to post in HRE may contact the
Associate Director of Residential Education. Public display of "obscene matter" as defined in the California Penal Code,
Section 311, under the discretion of University staff. HRE reserves the right to remove from public view any postings
deemed to others as obscene or that are detrimental to the overall goals of the University. This includes but is not
limited to offensive or drug/alcohol-related materials. Public view includes but is not limited to the external
apartment/suite door, windows facing out, areas of an apartment/room that can be seen from the outside, and hallway
bulletin boards.
