Red light: Policy Manual: Sexual Harassment and Consensual Relationships 12-13

Sexual harassment encompasses any sexual attention that is unwanted. Examples of the verbal or physical conduct prohibited by B Prohibited Acts above include, but are not limited to: ... 5. A pattern of conduct (not legitimately related to the subject matter of a course if one is involved) intended to discomfort or humiliate, or both, that includes one or more of the following:
1. comments of a sexual nature; or
2. sexually explicit statements, questions, jokes, or anecdotes;
6. A pattern of conduct that would discomfort or humiliate, or both, a reasonable person at whom the conduct is directed that includes one or more of the following:
1. unnecessary touching, patting, hugging, or brushing against a person's body;
2. remarks of a sexual nature about a person's clothing or body; or
3. remarks about sexual activity or speculations about previous sexual experience.
Members of the institution community who, without establishing a pattern of doing so, engage in isolated conduct of the kind described above in C, examples of Sexual Harassment (5) and (6) or who exhibit a pattern of engaging in such conduct may fail to realize that their actions discomfort or humiliate and demonstrate insensitivity that necessitates remedial measures. When institution administrators become aware that such activities are occurring in their areas, they shall direct that those engaged in such conduct undertake an educational program designed to help them understand the harm that they are doing.
No member of the College community shall engage in sexual harassment. For the purposes of this policy, sexual harassment is defined as unwelcome advances, requests for sexual favors, or other verbal, written, or physical conduct of a sexual nature when: ... ILLEGAL ACTIVITIES: Pertinent laws include, but are not limited to: ... Harassment: A course of conduct directed at a specific person that causes emotional distress in such person and serves no legitimate purpose. ... Disorderly Conduct: Utah law (76-9-102) prohibits a person from knowingly creating a hazardous or physically offensive condition by an act which serves no legitimate purpose. Intending to cause public inconvenience, annoyance or alarm, or recklessly creating a risk thereof. Making unreasonable noises in a public place. Engaging in abusive or obscene language or making obscene gestures in a public place. ... Utah law (76-10-1228) prohibits public display (at any establishment frequented by minors, or where the minors are invited as a part of the general public, i.e. UVU), any motion picture, or any still picture that consists of nude or partially denuded figures posed or presented in a manner to provoke or arouse lust or passion.

Green light policy: Policy Manual: Appropriate Use of Computing Facilities 12-13

1. Communications which originate from UVU facilities are free from
censorship or prior restraint, except when they are illegal.

2. Academic institutions exist for the transmission of knowledge and
the pursuit of truth. Censorship of material on partisan or doctrinal
grounds is contrary to these goals.
